Gell-Mann's fallen off the Wagon (again)

During The SE campaign to take Gell-Mann Ring station, we saw a sharp rise in indentured workers being imported into the system. These slaves were brought mainly through the dockyards of IVP owned stations, at the time that included Kerwin station, and Gell-Mann Ring itself.
The reaction by Gell-Mann Ringers to this new workforce was what you would imagine. Most of the populace slacked off, their duties taken care of by an indentured replacement, and took up more recreational activities such as getting smashed and partying all the time.
Eventually the station was taken by SE Corp and Dr. Chapman redistributed the indentured workforce and put an end to the none stop crazy train that had been chugging steadily around Gell-Mann for the past month or so.
And that, we thought, was the end of that.
However, SE Corp is now beginning to see a sad knock on effect of those dark (and crazy) times. It seems that a number of Gell-Mann Ringers have grown accustomed to their friend -the bottle. Alcoholism is becoming an problem of increasing concern in 339, localized around planet 1 and the population of Gell-Mann Ring. Alcoholic related incidents are on the rise and the problem is affecting the day to day goings on of the people, as well as effect our usual trading agreements, with unusually large demands for Liquor and other alcoholic substances.
Because of these ongoing problems, Starship Enterprises has begun a campaign to get 339 drink free, and is asking commanders to halt their importing of Liquor and other alcoholic substances. Although there is no way of changing the law, and making alcohol strictly illegal, SE believes that curbing the inflow of goods will help curtail the overall problem without causing any antisocial feedback from the population.
If there is one thing our history has shown, it's that it is a bad idea to take a man (or woman) away from their preferred drugs.
